Paul Preobrajensky

Paul Preobrajensky

Paul’s experience in healthcare spans over 23 years and includes governance, clinical, operational, business management and strategic roles. He has held senior executive leadership roles including; District Performance Manager and Project Director in the Health Service Performance Improvement Branch of NSW Department of Health, where he provided direction for projects including Chronic Disease Management, the establishment of Single Point of Access and Chronic Care for Aboriginal People.

Paul practiced as a Registered Nurse and Clinical Nurse Specialist in the areas of General and Oncology surgery, Gastroenterology and Gastro surgery. He then obtained his clinical management experience in General and Oncology surgery, Gastroenterology, out of hour’s management and workforce planning & development.

Jodie Brabin

In my various roles working in health, both domestically and internationally, I have focused on communication and change management, project management, health system strengthening, organisational and staff development, community engagement, advocacy, policy development, program evaluation & reviews and system improvement & redesign. I particularly enjoyed working in improving service delivery through the process redesign and working collaboratively with communities and staff to ensure the provision of patient centred care.

I am passionate about public health, innovation, health technology and quality patient centred care and equitable access to healthcare as a human right. I am hard working; results orientated and dedicated to improving equitable access to healthcare in any role I am in.
Current consulting projects:

I am able to continue building my experience in both domestic and international health through my current work on a contract basis for Paul Preobrajensky Consulting (2017) and The World Bank Group (2017). I support The World Bank Group with communications for the Pacific Health & Nutrition Program. This includes developing regional communication strategies, social media engagement, press releases and ad hoc editing of technical documents for donor partners and government agencies. With Paul Preobrajensky Consulting, I support system improvement initiative projects including service delivery redesign, training programs and current state process analysis. These two roles allows me to have in-depth knowledge of the NSW health context, as well as bring international experiences and innovations to my work.

Australian experience:
My domestic health experience includes working in the NSW Ministry of Health (2009-2012) and in eHealth NSW (2014-2016). In both these organisations my roles were focused on change management, project management and system performance improvement and innovation. I worked in partnership with Local Health Districts (LHD) and hospital staff in supporting new workplace processes, policies and systems to improve service delivery. This often included IT system implementation, as well as new policy directives and new models of care.

International experience:
My experience internationally has been in communications and advocacy in a public health setting. I worked for Fundasaun Timor Hari’i; a community based HIV prevention organisation in Timor Leste (2012-2013) and the Kiribati National TB Program (2016-2017). In both these roles I supported the organisations in developing and implementing a local communication and advocacy strategies focusing on increasing community understanding of prevention for HIV and TB respectively. Capacity building and skills transfer was a significant element of both roles which included training sessions, mentoring and the development of templates and support guides.
Education

I am currently undertaking a Dual Masters in International Public Health & Health Management at UNSW. I previously graduated with a Masters in Human Rights Law & Policy (2011) from UNSW and a Bachelor of Communications (Social Inquiry) (2009) from University of Technology, Sydney.
